A “Form” Of Conflict ….A “Blank”eted Screen….

April 6, 2009 by Barbara

BC- OOPS…Computer glitch?….Someone forgot to disclose the disclosures…”Ya all come back now”…..

‘At a time when local governments are posting reams of material online — such as meeting minutes dating to 1915 — public officials’ financial disclosure forms are nowhere to be found on most websites.

Florida has some of the nation’s strongest public records laws requiring politicians to disclose their sources of income and possible conflicts. But for the public, easily finding these forms is another matter.

A spot check of five cities — Coral Gables, Fort Lauderdale, Hollywood, Miami and Pembroke Pines — showed that none of the elected officials’ disclosure documents was readily accessible online. That’s even though such forms are typically one to two pages.

How important are the forms? Just check current South Florida corruption probes.’

Forget The Prozac….It’s Not “Total Recall”…

April 6, 2009 by Barbara

BC- Will be the next Botox /Lasik phenomenon…a store in every mall….30 minute brain erasing?…

‘Now neuroscience, a field that barely existed a generation ago, is racing ahead, attracting billions of dollars in new financing and throngs of researchers. The National Institutes of Health last year spent $5.2 billion, nearly 20 percent of its total budget, on brain-related projects, according to the Society for Neuroscience.

Endowments like the Wellcome Trust and the Kavli Foundation have poured in hundreds of millions of dollars more, establishing institutes at universities around the world, including Columbia and Yale.

The influx of money, talent and technology means that scientists are at last finding real answers about the brain — and raising questions, both scientific and ethical, more quickly than anyone can answer them.

Millions of people might be tempted to erase a severely painful memory, for instance — but what if, in the process, they lost other, personally important memories that were somehow related? Would a treatment that “cleared” the learned habits of addiction only tempt people to experiment more widely?

And perhaps even more important, when scientists find a drug to strengthen memory, will everyone feel compelled to use it?

The stakes, and the wide-open opportunities possible in brain science, will only accelerate the pace of discovery.’

KNOCK 3 TIMES…

April 5, 2009 by Barbara

BC- Anybody got a key?….

‘Under the Bush team a prominent and profitable bank, under threat of a damaging public audit, was forced to accept less than $1 billion of TARP money. The government insisted on buying a new class of preferred stock which gave it a tiny, minority position. The money flowed to the bank. Arguably, back then, the Bush administration was acting for purely economic reasons. It wanted to recapitalize the banks to halt a financial panic.

Fast forward to today, and that same bank is begging to give the money back. The chairman offers to write a check, now, with interest. He’s been sitting on the cash for months and has felt the dead hand of government threatening to run his business and dictate pay scales. He sees the writing on the wall and he wants out. But the Obama team says no, since unlike the smaller banks that gave their TARP money back, this bank is far more prominent. The bank has also been threatened with “adverse” consequences if its chairman persists. That’s politics talking, not economics.’

What’s In Your Wallet?…

April 4, 2009 by Barbara

BC- 3 Months and counting…Fireworks should be coming to your town commission….

‘With a bleak outlook on the budget, and orders from the new elected officials to stop all unnecessary spending, city staff are looking for some direction.

During the budget crisis of 2004, the fireworks display, only $35,000 back then, was recommended for cutting. Ernest Burkeen, parks director at the time, rationalized it this way: “If you actually stand on the beach you’ll see fireworks in Pompano, Hollywood, any number of places at the beach. If you’re providing something unique and different, it’s one thing … but you could stand in one place you can see them all the way down to Miami.”‘

Public Notices No Long A “Burning Issue”….

April 2, 2009 by Barbara

BC- AARP…Stomped this Senate Mis-”fire” out…for now………..

‘A bill that would remove the requirement that local governments publish their official notices in printed newspapers was halted by the Senate Community Affairs Committee Tuesday, when chairman, Sen. Mike Bennett, said he was ordering a staff study over the summer instead.

The measure, SB 2292, being pushed by Sen. Ronda Storms, would have allowed local governments to replace the printed notice with an internet notice and a direct mailer to citizens who signed up to receive them. Storms said she had no idea how much the shift in practice would cost but noted that cities and counties “loved it.”

By contrast, killing the bill was the top priority of the Florida Press Assocation, and was opposed by AARP and Associated Industries of Florida.’
